John C. "Jack" Kelley Jr., the former deputy federal security director at San Diego International Airport, has been named acting federal security director at Sea-Tac Airport. Rear Admiral Ralph D. Utley was named acting deputy federal security director. Kelley was acting federal security director at San Diego and held the top spot at Lihue, Hawaii. Utley recently retired after 30 years of service with the Coast Guard. Ken Kasprisin, who was Sea-Tac's interim federal security director, will assist Kelley and Utley in the transition.
The University of Phoenix Washington campus named Steven Jackson and Glenn Timmons business development specialists. They will work on student recruitment and educational development with local businesses, the military and area colleges. Jackson comes to the University of Phoenix from Paris, where he worked in educational and human resources consulting for an international firm. Timmons worked at the university's downtown Tacoma campus.
After nearly 25 years, Chris Brems and Sue Eastman announced they will close their Seattle-based marketing and advertising firm Brems Eastman & Partners in August. Brems moved to Orcas Island and will consult with select clients. Eastman will consult on strategic marketing on a limited basis. Brems Eastman & Partners was formed in 1980.
Fran Dougherty was named chief operating officer for Seattle-based wireless software company 4thpass, a subsidiary of Motorola. Dougherty will work on growing the company's customer base, sales and software development. The company says China Mobile, China Unicom, mm02, Telefonica Moviles and T-Mobile USA use its system.
Pamela McClaran of Seattle-based Foster, Pepper & Shefelman was elected a fellow of the American College of Trust and Estate Counsel, a national association of more than 2,600 lawyers who work in trust and estate law.
Robert A. Kirchner was elected to the Longview Fibre Co. board of directors. He was also appointed to the board's audit and compensation committees. Kirchner was president of Kalama Chemical in Kalama. He is on the governing board of St. John Hospital and Clinic in Longview.
Artifex hired Jim Minar as business development manager. Minar has 20 years' experience in sales and customer support in Puget Sound. Artifex is a Web development and graphic design firm based in Tacoma.
The Board of Governors of City University in Bellevue appointed Dr. Michael Easton interim president. Easton was interim president at the University of Great Falls and Unity College of Maine. He was president of Western Montana College. Easton earned his graduate degrees in education from the University of Oregon.
