Jim Western has joined Barclay Dean Construction as a superintendent. Western has over 20 years of industry experience, including as construction manager and general superintendent. He studied construction management at Fresno State University.

Materials Testing and Consulting has opened a new laboratory in Chehalis and added two registered professional engineers to its staff -- Ken Sahi and Jim Dedrick. Sahi was regional manager for AMEC and has worked on several high-profile projects, including Safeco Field, Sea-Tac Airport and the MGM Grand Hotel in Las Vegas. Dedrick, a civil engineer, has worked on numerous high-rise hotel and casino projects in Nevada.
Ed Montgomery, Dave Parrott and Jeff Lowe have joined D.W. Close Co. in Seattle. Montgomery is a senior electrical estimator with 32 years of experience, Parrott is a senior tele/data project manager with over 19 years of experience and Lowe is a tele/data project manager with five years of industry experience. D.W. Close is a MYR Group company.
The Washington State Council of the Painting and Decorating Contractors of America has appointed Victoria L. Andrews executive director and Natalie Jones program assistant. Andrews brings 18 years of nonprofit management experience to the council, including serving as executive director of the SIDS Foundation of Washington from 1995 to 2001. She has a master's degree in public communications from Syracuse University and a bachelor's degree in education from the University of Southern Maine. Jones holds a bachelor's degree in international political economy from the University of Puget Sound.

John Jurgens, president of Bothell's Trenchless Resources International, is one of the keynote speakers for the Fifth National Conference of the Australasian Society for Trenchless Technology. The conference runs Aug. 18-21 in Sydney, Australia. Jurgens' keynote address is "Ensuring Trenchless Pipeline Rehabilitation Projects Succeed." He is currently chair of the society's Pipe Rehabilitation Committee.
