When Ron Leaders, a Vashon Island engineer and construction attorney, offered a Seattle workshop last August to help public agencies improve their management of project change orders, more than 100 people signed up.

"That told me there is a very high level of interest in the public sector about improving construction contract management, particularly change orders, and reducing the rising cost of public works projects," Leaders said. "Even though many of those public officials had years of expertise in their field, they didn't have an attorney's insight or some of the alternative ideas we were able to offer to help them do their job better."
