Joe Dear was named by the Washington State Investment Board as its new executive director. Dear has served as chief of staff for Gov. Gary Locke, assistant secretary in the U.S. Department of Labor and director of the Washington State Department of Labor and Industries. He is currently with the Frank Russell Co. and will assume his new position Nov. 12.
Starwood Hotels & Resorts named Carla Murray vice president of operations for its Northwest region. Murray will oversee properties in Washington, Oregon and Northern California. Most recently, Murray served as general manger of the Westin Seattle.
J. Britton Gourley joined the Seattle law firm of Short Cressman & Burgess as of counsel. Gourley was formerly a partner at Cozen O'Connor. He will join the firm's business law group.
Carney Badley Spellman named Michael J. Havers as a shareholder. Havers will focus on commercial law. He was previously a shareholder at Stokes Lawrence.
Noble House Hotels and Resorts named David Cocks executive vice president for West Coast operations and managing director of The Edgewater in Seattle. Cocks was previously president of the hotel division at Holland America Westours.

Shelley Welch joined Dental Health Services as account manager. Most recently, Welch handled large accounts at First Choice Health. Dental Health Services is a privately held, employee-owned business offering dental benefit plans to groups and individuals from offices in Seattle, Oregon and California.
Lindsey Schwartz is the new vice president of sales and marketing for Schwartz Brothers Restaurants. He has been with the restaurant for 22 years, recently serving as vice president of marketing and vice president of retail sales. Schwartz Brothers Restaurants, based in Bellevue, owns and operates several food establishments including Daniel's Broiler, Spazzo, Piazza, Schwartz Brothers Bakery and Gretchen's Cafe.
Two designers from Redmond's Showcase Design & Remodeling were recently recognized in the National Kitchen & Bath Association's recent design contest. Diane Foreman received an honorable mention in the powder room category and Beverly Staal received an honorable mention in the bath/master suite category.
Wells Fargo will open a full-service banking store next year inside the new TOP Food & Drug in Auburn. The store will use a new in-store design to provide customers more space for consultation and privacy. Construction is expected to be complete by April, 2003. The new store will increase Wells Fargo’s total number of Western Washington banking locations to 102. Wells Fargo will continue to operate its existing Auburn store at 101 Auburn Way N.
The Buenos Aires Grill has opened on the corner of Second and Virginia in Belltown. The new restaurant is headed by Marco Casas Beaux, who recently opened Gitano in Madison Park, and Seattle chef Marianne Zdobysz.
Loudeye named Jeff Cavins senior vice president of worldwide sales. Most recently, Cavins was senior vice president of North American sales for Exodus Communications and was previously president and CEO of CSI Digita. Seattle-based Loudeye provides digital media and Webcasting services for the enterprise and entertainment markets.
