Carol Kessler was named director of the Pacific Northwest Center for Global Security, which is part of the Department of Energy's Pacific Northwest National Laboratory. The Richland-based center provides a forum for research on national security, energy and environmental quality. Kessler is the former deputy director general of the Nuclear Energy Agency and the Organization for Economic Cooperation and Development.
The American Institute of Certified Public Accountants appointed Howard S. Sibelman to the executive committee of its Benefit Plan Audit Quality Center. Sibelman is a shareholder of Bader Martin Ross & Smith, a Seattle-based CPA and business advisory firm, where he is the director of audit services and head of the benefit plan practice group.
The Seattle Ethics and Elections Commission named Harley Anders, SEEC investigator, interim executive director. SEEC is a seven-member citizen body that interprets, administers and enforces the Seattle Elections Code, Code of Ethics, Election Pamphlet Code and Whistleblower Protection Code. Anders replaces Terry Thomas.
Cognigen Networks, a Seattle-based provider of telecommunication services and related technology products, named Tom Smith president and chief executive officer. Smith has acted as securities counsel to Cognigen since 1999 and has worked closely with the company on various business, financial and legal matters.
The Capitol Hill Chamber of Commerce honored Ann Donovan, president of the Capitol Hill Community Council, at its 15th Annual Capitol Hill Achievement Awards, which recognizes those who make Capitol Hill a better place to live and work. A second award was presented to the Capitol Hill Budget Lobbying Group.

Seven students at Lake Washington Technical College have received sponsorships from the Construction Specifications Institute's Academic Affairs Committee. Included are: Cathleen Dennison, Timothy Evans, Alla Kolomiyets, Rod Obando, Mary Silva, Ebbie Smith and Laura Wegener. Sponsorship includes a one-year membership in CSI, chapter dinners at no cost, certification class tuition and mentoring.
Reeb Millwork Corp. is buying Delmarva Sash and Door Co. of Maryland. Reeb distributes windows, doors and specialty millwork items from three locations: Bethlehem, Pa., Syracuse, N.Y., and Seattle. Locally, Reeb sells Marvin windows and assembles steel, Fiberglas, wood and engineered doors under the Therma-Tru, Morgan, Simpson and Jeld-Wen names. Delmarva sells and distributes millwork in Maryland, Delaware, Virginia and North Carolina.
Gary Milgard of Milgard Manufacturing will be inducted next year as a lifetime member of the Horatio Alger Association of Distinguished Americans. Milgard, of Tacoma, was selected for overcoming his humble beginnings and adversity to achieve success. He will be inducted in April in a formal ceremony in Washington, D.C.
Workers at Monroe's Canyon Creek Cabinet Co. collected nearly $6,000 and over 1,200 pounds of food for the Sky Valley Food Bank. The food drive was held Sept. 22-Nov. 14. It is the third year the company has sponsored its own food drive for Sky Valley.
