Ruth Wardwell is director of communications at Whitman College. She will supervise a staff of 11, and manage media relations and campus publications. She directed public relations and news services for 14 years at Chapman University in Orange, Calif.
Bellevue's Onyx Software Corp. named Todd Chambers chief marketing officer to run global marketing operations. Chambers has 20 years of experience in technology marketing and advertising, and was vice president of marketing at Authoria, a human capital management company.
Kathryn Kravit-Smith will replace Pierce County Parks and Recreation Director Jan Wolcott, who is retiring. Kravit-Smith directed operations at Washington State Parks and Recreation Commission and land use planning for the Massachusetts Executive Office of Environmental Affairs. Pierce County says it plans to spend $35 million on parks in the next few years.
The national office of the American Planning Association gave the Washington chapter its Karen B. Smith Outstanding Outreach to the Community Award. The chapter was recognized for its efforts to improve the Growth Management Act. Karen B. Smith, a chair of the APA Chapter Presidents Council, died in a car accident in 1984 at the age of 36.
Bellevue's GLY Construction has added four employees: Marc Isaac and John O'Hare as project managers, and Allison Grinczel and Eddie Desruisseaux as project engineers. Isaac and Grinczel work in the Interior Special Projects division. Isaac has more than 15 years of experience and holds a bachelor's degree in construction management from Bradley University. O'Hare has more than 10 years of industry experience and is a registered professional civil engineer. He is a graduate of Clarkson University and the University of Washington's construction management program. Grinczel and Desruisseaux hold bachelor's degrees in construction management from the University of Washington.
Parsons has appointed George Norton senior vice president of Parsons Construction Group, a new global business unit of Parsons Corp. Norton will be responsible for Parsons' worldwide industrial and mechanical work, and will be based in its Seattle-area office. Prior to joining Parsons, Norton started a program at RCI Construction to build a team that self-performs municipal water and wastewater plant mechanical construction. Parsons last April bought RCI Construction Group of Sumner.

PRR, a Seattle-based marketing and public affairs firm, recently hired Tony Cube as senior associate, Scott Guter as project coordinator and Amy Olcese as senior project coordinator. Cube did media relations for transportation projects for Sen. Patty Murray. Olcese was at Sands, Costner & Associates in Tacoma. Guter recently earned a bachelor's in community and environmental planning from the University of Washington.
The Seattle law firm of Jackson Lewis hired Nick Beermann, Peter Nohle and Sarah Capelli as associates. The firm focuses on workplace law.
Phoenix Staffing, a local temporary labor provider, has opened offices in Kent and Kirkland. It also has an office in Fife. The new offices will serve customers in the South Sound, greater Seattle and the Eastside. The address for the Kent office is 6838 S. 234th St. The Kirkland office is at 12521 128th Lane N.E., Suite B.
