Central Steel has moved its entire operations including its headquarters and Reinforcing Steel, Structural Steel and Post Tensioning divisions to Lake Stevens. The new address is: 2301 131st Ave. N.E., Lake Stevens, WA 98258. The new mailing address is: P.O. Box 1577, Snohomish, WA 98291-1577. The new phone number is (425) 334-3100.
Ultrablock has partnered with Miles Sand and Gravel to make concrete block retaining walls in Puyallup, its 22nd production yard in the state. The company makes a line of engineered segmental retaining wall blocks called Lock-Block. Each block weighs about 4,300 pounds and is made from post-secondary recycled concrete. Ultrablock is headquartered in Vancouver.
ICO Global Communications and ICO North America of Kirkland named J. Timothy Bryan chief executive officer of both ICO and ICO North America. Bryan begins his new role immediately. He is the former president of United Pan-Europe Communications in Europe. ICO Global Communications is a satellite communications company. It will offer through its subsidiaries wireless voice, data and Internet services, with handsets similar to cellular phones.
Preston Gates & Ellis has named 11 new partners in its Seattle, Spokane, Orange County and San Francisco offices. The new Seattle partners are Warren M. Clemans, corporate law; Mark S. Filipini, labor, employment and benefits;
Kevin L. Gruben, corporate law; David Linehan, intellectual property litigator; Tisha Pagalilauan, environmental litigation and regulatory issues; Stephanie Wright Pickett, employment law; and Robert D. Starin, tax law. The firm also announced Douglas Greenswag and Gregory Wesner joined as partners in the intellectual property litigation practice.
The Seattle law firms of Graham & Dunn and Leary Franke Droppert will combine their practices Feb. 1 and be known as Graham & Dunn PC. J.J. Leary Jr., Pat Franke and Marc Droppert will join the 45 lawyers at Graham & Dunn as shareholders. Bernadette Bulacan and Tom Giacometti of Leary Franke will join as associate attorneys. Graham & Dunn also named David M. Byers as a new shareholder. He is with the hospitality, beverage and franchise group.

Targeted Genetics named David J. Poston vice president, finance, chief financial officer and treasurer. Poston has been acting chief financial officer since October 2005. The biotech company is involved in therapies for diseases such as inflammatory arthritis and HIV/AIDS.
The Jacobson Group, a Chicago-based provider of services to the insurance, health care and financial service industries, has opened an office in Bellevue to serve the Seattle area. The office is headed by Sharon Gould Afforde, who joins the firm as a client relationship manager for Jacobson Associates, the firm's professional recruiting division. She previously served as a business development manager for a global staffing organization.
Portland-based Aequitas Capital Management has opened an office in Bellevue and will expand its corporate financing and advisory services for middle market manufacturing and distribution firms, and not-for-profits. It will also provide equipment and vendor finance services. Aequitas added two managers to its Bellevue office. Mike Montgomery is managing director middle market and John Sumpter is vice president regional manager equipment and vendor finance. The senior managing director for middle market, Brian Oliver, will oversee the Puget Sound operation.
Russell Investment Group in Tacoma made two appointments to its U.S. Individual Investor business: George N. Whitmore is eastern divisional director in charge of a 35-person team. Scott Upham is a regional director for the New England region. The firm provides investment products and services in 39 countries.
