City Bank

City Bank of Lynnwood said Executive Vice President Richard Rench will retire effective April 3. Rench has been in banking for nearly 40 years, and joined City Bank in 1994. The bank has eight offices in Snohomish and North King counties.

Noble House

Thomas Haas has been named regional director of food and beverage for Noble House Hotels and Resorts, overseeing operations for western United States properties. Haas has more than 25 years of hospitality food and beverage experience. He was corporate director of food and beverage for Tiburon Hospitality and previously worked for Noble House as vice-president of food and beverage.

Farmers Insurance

Oscar Tengtio has been named chief financial officer at Farmers New World Life Insurance Co. on Mercer Island. Tengtio was chief financial officer of Symetra Financial Corp. and its insurance subsidiaries, and also worked as CFO for Farmers New World Life.

Another Source

The Better Business Bureau named Another Source Innovative Business of the Year in the Small Business Practices category. Another Source is based in Seattle. It is an employment referral service that uses a proprietary operating system, PeopleMatch Profiler, to reduce the time, cost and risk in recruiting.

Foster Pepper

Hugh D. Spitzer, a member of Foster Pepper's municipal government and public finance practice group, has been selected by the League of Women Voters for the Good in Government Award. Spitzer and William Gates Sr. were honored with the award for their leadership of the Washington State Tax Structure Study Committee.

Cairncross & Hempelmann

The Seattle law firm of Cairncross & Hempelmann named Michael I. Wood, Michael R. Heath and Todd Smith associates with the firm. Wood is joining the corporate finance and business transactions group. Heath and Smith are joining the intellectual property and technology transactions group.

NW Insurance Council

The Washington Insurance Council is expanding its reach and changing its name. Now known as the NW Insurance Council, the group is a non-lobbying, public education trade association funded by insurance companies. Members write more than 80 percent of the auto and home insurance policies in the region. The organization is based in Seattle, with a regional office in Portland.

Evader

Evader Inc., the Bellevue-based maker of electric high-performance vehicles, named Julio Almeida as president. Almeida was president of Evader's Latin American Division and helped set up a sales and distribution network in that region, particularly in Brazil, where he has been concentrating his efforts.

iConclude of Bellevue, a provider of problem resolution management solutions, said Scott Roza has joined the company as vice president of marketing and business development.
