City of Mercer Island

Mercer Island Mayor Bruce Bassett said Noel Treat has been promoted to be the next city manager effective Jan. 6, 2014. Treat joined the city staff 12 months ago as deputy city manager, and before that was deputy superintendent for Seattle Public Schools.

Cairncross & Hempelmann

Seattle law firm Cairncross & Hempelmann added Nicholas S. Franzen and Nicole De Leon as summer associates. Franzen was a legal extern at f5 Networks. De Leone was a legal assistant at DLA Piper.

Pierce County

Pierce county Executive Pat McCarthy named Ginny Dale as director of the Human Resources Department. Dale has worked as a human resources professional and manager for the state of Washington since 1991. She served as acting State Human Resources director and is currently assistant director for State Human Resources within the Office of Financial Management.

Estate Planning Council of Seattle

Albee

The Estate Planning Council of Seattle appointed new officers for 2013-2014: Joan Albee, president; Patricia Char, past president; Michael Vranizan, president-elect; P. Gerry Maurer, treasurer and Kirstin H. Thompson, secretary. The council promotes estate planning services in the Pacific Northwest.

Western Washington University

Carbajal

Western Washington University President Bruce Shepard appointed Brent Carbajal to a two-year term as provost and vice president for academic affairs effective in July. Carbajal is now dean of Western's College of Humanities and Social Sciences, WWU's largest college with 13 academic departments.

Freight Mobility Investment Board

The Freight Mobility Strategic Investment Board in Olympia said Karen Schmidt has been appointed to the U.S. Department of Transportation's new National Freight Advisory Committee. Schmidt has been executive director of FMSIB since its inception and is the only Washington state candidate selected for the advisory committee.

ULI event on historic buildings

The Urban Land Institute Northwest will hold an event about the importance of renovating and reusing historic buildings at 7 a.m. June 19 at the Arctic Club Seattle at 700 Third Ave. The speaker is David J. Brown, executive vice president and chief preservation office for the National Trust for Historic Preservation. He has more than 15 years of experience in redeveloping historic buildings. Dow Hotel

Seattle-based Dow Hotel Co. hired Rick Rogovin as vice president of hotel investments, a new position. Rogovin has more than 25 years of hotel investment experience, and rejoins Dow Hotel after a stint at Wells Fargo where he worked on hotel financing. In his previous role at Dow he was vice president of business development. Dow bought three properties in the last nine months, and President Murray Dow said it will be active over the next 12 to 18 months.

EMB Management

Associa's EMB Management, which provides services to homeowner associations and developers, added Bella Vista Heights condos in Redmond to its portfolio. Dallas-based Associa says it is North America's largest community association management firm, with 8,000 employees and more than 150 offices in the U.S., Canada and Mexico.
