The over century-old Atwood, at 104 Pine St., has had a somewhat checkered history. Set on the corner of First Avenue, facing Pike Place Market, the run-down building operated as de facto affordable housing for decades — until its nearly $15 million sale to a Los Angeles investor group.
That was in 2017. Two years later, pre-pandemic, Portland-based Barsala filed plans to operate 22 units as furnished apartments for extended-stay business travelers — legally a change of use to hospitality. That plan hasn't yet been realized. The city had also fined the new ownership in recent years for unpermitted construction work and failure to comply with the city's tenant-relocation assistance ordinance. There was the stench of bad press about the building. And, more recently, the stench of a minor fire in one of the stairwells.
