In May 2003, Seattle-based developer M.S. Cavoad Co. wrote on its Web site that Bremerton had the most underdeveloped commercially zoned waterfront in the Puget Sound region. It also noted that land prices in the then economically depressed home of the Puget Sound Naval Shipyard were a fraction of those in other area markets.
Three years later, some Bremerton condos are selling for more than $1 million, the city has about $90 million to $100 million in private projects under construction or in development, and property values are going up, said Gary Tusberg, director of urban development for the Kitsap County Consolidated Housing Authority, Bremerton's community renewal agency.
