Garvey Schubert Barer named Leo C. Peng chief representative and managing director of the Beijing office. Peng was an attorney in GSB's Seattle office but relocated to Beijing in 2007 to help spearhead growth plans in the greater China area, and represent Chinese interests in the United States.
Seattle law firm Helsell Fetterman added four new partners: Natalie Beckmann, Michael Harman, Connie Haslam and Laura Hoexter. Beckmann concentrates on divorce and family law practice. Harman concentrates on estate planning, taxation and business and real estate transactions. Haslam concentrates on civil litigation. Hoexter concentrates on estate planning and probate issues.
Studio Boum, an event research boutique for individuals and corporations, opened a new boutique in Fremont. The boutique is a space where customers can receive personalized vendor recommendations and view portfolios of vendors as they plan an event.

Timothy J. Parker, a shareholder of law firm Carney Badley Spellman, has become a fellow of the American College of Trial Lawyers. There are about 5,500 members of the association in the U.S. and Canada. Parker has practiced law in Washington for 30 years.
The Salish Lodge & Spa near Snoqualmie hired Justin Sledge as executive chef. Roy Breiman, former executive chef since 2003, will now be culinary director. Sledge has 15 years of culinary experience and was executive chef at the 35th Street Bistro and The Daily Grill in Seattle.
The U.S. Small Business Administration's Seattle District Office has named Brad Benner, owner of the X-Bar in Seattle, as the 2008 Washington State & Region 10 Young Entrepreneur of the Year. X-Bar is an IT consulting and support business. The SBA also named Thomas Wittmann and Brian Coughren, president and vice-president respectively of Seattle Safety, as the small business exporters of the year. Seattle Safety is an engineering design, production and installation supplier of crash safety sleds.
Seattle-based Tideworks Technology, a provider of full-service terminal management and planning software solutions, has opened a regional representative office in Singapore and hired Thiagu Goundan to act as regional director, Asia Pacific region. Goundan has been with Tideworks for eight years.

William L. Weigand, a partner in Davis Wright Tremaine's Seattle office, has been elected to the board for Family Services, a Seattle area nonprofit committed to helping families and individuals in need.
Arbor Village, a continuing care campus in Kent, named Jarrett Houser as executive director. Houser has 12 years of experience as a senior living professional and was area director for Aegis Living. Arbor Village is owned and operated by Cascade Living Group.
Seattle-based Hubspan hired Tom St. Onge as vice president of business development. St. Onge has 15 years of experience and recently worked with IBM Global Services. Hubspan provides business-to-business integration solutions.
King County selected Robin Friedman as director of the Office of Emergency Management. He will lead emergency management, planning and preparedness for the county, and was director of security and emergency management for Seattle Public Utilities. Jeff Bowers, acting director of OEM, will assist Friedman in the transition and resume his position as assistant director for the office.
