Bullivant Houser Bailey

The law firm of Bullivant Houser Bailey announced Brian Keeley, an associate at the firm, has been appointed to the King County Civil Service Commission.

City of Kirkland

Dave Ramsay said he plans to retire after 36 years of public service, including 12 years as Kirkland city manager. He will retire effective March 31, 2010. Ramsay said he wants to pursue non-profit agency opportunities in areas such as walking, smart growth, land conservancy and human services. He was president of the Washington City/County Management Association, and is on the Municipal Research and Services Center Board, Committee to End Homelessness in King County and Feet First. He was city manager for Glendale, Calif.

The Bluff Restaurant Bar Terrace

A new restaurant, called the Bluff Restaurant Bar Terrace, has opened in Friday Harbor. The restaurant overlooks the ferry landing with views of the San Juan Channel and marina. It will be led by Executive Chef Jason Codding, formerly of the Salish Lodge & Spa in Snoqualmie.

City of Sammamish

Nate Elledge has been hired as the city of Sammamish's police chief. Elledge was commander of the county's 9-1-1 center in Renton and has served as a patrol officer, a detective on the Green River Task Force and a captain in Maple Valley's Precinct Three.

Motricity

Bellevue-based Motricity, a provider of mobile data solutions and services to mobile operators and content providers, hired Jim Ryan as chief strategy and marketing officer. Ryan was previously vice president of consumer data services for AT&T Mobility.

Wolfstone, Panchot & Bloch

Seattle law firm Wolfstone, Panchot & Bloch hired Andrew Rapp as an associate. Rapp's practice emphasizes commercial real estate and business transactions.

All Star Directories

Seattle-based All Star Directories, an Internet publisher of online and career school directories, hired Nichole Marconi as director of marketing. Marconi joined the company in January of 2006 as lead product manager.

Coinstar

Bellevue-based Coinstar, a provider of business solutions for retail operations, promoted Michael Skinner to president of coin and e-payment services. Skinner joined the company in 2004 and has served in leadership roles since then. Before joining Coinstar, he founded and operated Elkhorn Consulting.

Banner Bank

Banner Bank promoted Victoria Hart to Renton branch manager. She was formerly an assistant vice president/commercial loan officer. Hart has 29 years of banking experience and joined Banner Bank in 1996.
