Lakewood's Northwest Commercial Bank named Quinn Zander-Conn to senior vice-president/chief financial officer. He replaces George McNelly who retired. Before joining Northwest Commercial Bank in 2006 as assistant to McNelly, Zander-Conn spent three years at Columbia Bank.
4Culture, King County's cultural services agency, hired Brandi Link as program support specialist for Heritage and Preservation 4Culture and Tamar Benzikry-Stern as project manager for Public Art 4Culture. Link was a landmark preservation consultant for the city of Bothell. Benzikry-Stern worked at the city of Bellevue in its public art program.
Telecom Transport Management, a provider of voice and data transport solutions for wireless carriers, hired Lynn Refer as CEO. Mark Hamilton, the company's founder and current CEO, will continue as executive chairman of the board. Refer was president of Metro Network Services at Level 3 Communications.
Deputy State Auditor Kevin Phelps will leave Olympia to join Pierce County as deputy Pierce County executive beginning Jan. 26. He will be a member of County Executive Pat McCarthy's administrative team of executive directors. Phelps served on the Tacoma City Council from 1998 to 2005 and recently owned and operated the Landmark Convention Center in Tacoma. He sold the center in August of 2008.

Seattle Goodwill hired Suzanne Ebling as vice president for human resources. Ebling comes to Goodwill after a 23-year career with Macy's Northwest and its predecessor, The Bon Marche, where she was vice president for human resources.
Clothier & Head, a Seattle-based public accounting firm, announced Ronald Nagle and Dan Case are principals of the firm. Nagle is a member of both the Professional Services Department and the Dealership Industry Department. Case is director of the Construction and Real Estate Services Niche.
The attorneys and staff of Newcomb, Sabin, Schwartz and Landsverk in Portland have combined with Miller Nash, a Pacific Northwest multiservice law firm, to form an expanded legal team. The combined organization grows the firm to 122 attorneys located in Portland and Oregon, and Seattle and Vancouver. The formerly Newcomb Sabin attorneys and staff will be based in Miller Nash's Portland office.

Stanislaw Ashbaugh added two new associates to the firm. Tymon Berger joined the Construction Law Group and Nicole DeNamur will be working with all of the firm's litigation groups.
Regional law firm Schwabe, Williamson & Wyatt hired Lucas Schenck in the Seattle office's General Business Practice Group. Schenck was formerly a partner in the Seattle office of Foster Pepper.
Seattle law firm Cairncross & Hempelmann hired James Wagner as a principal. Wagner has nearly 30 years experience in civil litigation.
