Hart Crowser

Robert Weaver has been promoted to senior principal of environmental history at Hart Crowser in Seattle. Weaver adds a dimension to Hart Crowser’s integrated approach to remediation projects and cost recovery. With 20 years of experience managing historical research efforts, he combines diverse skills in history and archaeology to identify and interpret past practices that have resulted in site and sediment contamination. Weaver led the historical research team for the Montrose/Palos Verdes NRDA/Superfund site off the coast of Los Angeles.

Nick Lewis is the new operations manager of Hart Crowser’s New Jersey office. Lewis, who has a long-standing association with Hart Crowser on the client side, brings extensive management and environmental regulatory experience to the position, and will focus on expanding the firm’s northeast market. Lewis’ background includes work with Washington, Oregon, Idaho, Montana, Utah, California and Alaska on environmental, facility management, civil works, growth management, industrial, transportation, energy and regulatory issues.

Grace Vigil has joined as marketing coordinator for the port and harbor group. She will be working with Hart Crowser’s port and harbor group in the Seattle office on proposal coordination, presentations and business development. Vigil has been involved in the Society of Marketing Professional Services Educational and Networking Committees, and is currently treasurer for the Seattle Chapter’s Board of Directors.

Leslie Stark has joined the firm as senior marketing specialist and Edison Leonen as marketing assistant. Stark's focus at Hart Crowser will be proposal writing and development. Leonen will be assisting the marketing staff with corporate communications, event planning, graphics and other marketing needs.

Hart Crowser is a 230-person environmental and engineering consulting firm headquartered in Seattle, with offices located in Edmonds; Portland; Anchorage; Fortuna and Long Beach, Calif.; Denver; and the East Coast. The firm specializes in geotechnical engineering, natural resources, environmental management issues and related remedial technologies.

Brown and Caldwell

Brown and Caldwell announced the Leadership in Energy and Environmental Design Accreditation of Dawn Lesley, environmental engineer. Lesley uses her training in The Natural Step, LEED and other sustainability frameworks to assess project approaches for their long-term economic, environmental and social sustainability. Lesley is the LEED and Environmental Sustainability Services Manager for Brown and Caldwell's Northwest Region.

Brown and Caldwell provides environmental planning, design and construction management for wastewater and water treatment, conveyance, surface water, water resources planning, air, solid waste, site investigations and remediation.

Reid Middleton

Damon McAlister was recently promoted to senior engineer at Reid Middleton. McAlister is responsible for managing utility and site development projects for special-purpose districts, municipalities and private-sector developers. McAlister has worked at Reid Middleton for five years.

Julian Dodge was recently promoted to senior engineer. Dodge is responsible for managing site development and utility projects for state agencies, private organizations, municipalities and the military. Dodge has worked at Reid Middleton for 12 years, and is a member of the American Public Works Association and Associated General Contractors of Washington.

David Mach and Michelle Mach were recently promoted to project engineers. The Machs recently passed the National Council of Examiners for Engineering and Surveying Principle and Practice exam.

David Mach has worked at Reid Middleton for five years, specializing in stormwater management and geometric design for urban, suburban and rural roads and highways.

Michelle Mach has worked at Reid Middleton for six years, specializing in traffic engineering and roundabout design. She graduated from the University of Washington in 1996 with a degree in civil engineering.

Benjamin Balberdi was recently promoted to marketing coordinator. Balberdi is responsible for coordinating and producing statement of qualifications, proposals and rosters, as well as supporting corporate marketing efforts.

Jerry J. Franklin joined as survey group manager. Franklin will be responsible for managing survey operations, supervising project work and marketing Reid Middleton’s survey services. Franklin was with Entranco Engineers, where he served as survey project manager for 14 years.

Founded in 1953, the Everett-based firm provides civil and structural engineering, planning and surveying services to the street and highway, airport, waterfront, site development, utilities, surveying and structural design markets.

Sexual Assault Resource Center

New board members named by the King County Sexual Assault Resource Center are: Paul Elliott, legislative aide to Seattle City Councilmember Richard McIver, president; Rev. Marvin Eckfeldt, vice president; Mark Thomas, treasurer; and Rachel Knight, financial adviser at Waddell & Reed, secretary. New members joining the board are: Jay Fossett, director of government relations, office of King County Executive Ron Sims; Lyle Moss, vice president of investments at UBS PaineWebber; and Terence Scanlan, attorney with Skellenger Bender.

King County Department of Assessments

The King County Department of Assessments was awarded the Distinguished Research and Development Award from the International Association of Assessing Officers. The award is "presented to a nonprofit organization, education agency, private sector firm, public agency or individual for original research in property assessment, taxation or mass appraisal techniques."

Electronic Data Systems

Electronic Data Systems promoted Mark Unterreiner to client executive for the company’s Weyerhaeuser account in Federal Way. He will be responsible for overseeing EDS support of 25,000 Weyerhaeuser computer workstations and more than 2,000 servers in the U.S. and Canada, Previously, Unterreiner served in a similar role for EDS client Adidas and was an account executive for the company's Anheuser-Busch account. EDS also named Ruth Finkenbiner finance manager for the Pacific Northwest. Finkenbiner has been with EDS for 13 years.

UW Physicians

Rick Deese has been named executive director of UW Physicians. For the past decade, Deese was chief operating officer for the academic practice plan at the University of North Carolina at Chapel Hill. UW Physicians enables UW doctors to bill and collect professional fees for services rendered to patients at the UW Academic Medical Center.

Washington Courts

Washington Courts has formed the Board for Judicial Administration's Court Funding Task Force. The group will be chaired by Seattle attorney Wayne Blair of Montgomery, Purdue, Blankinship and Austin. The task force will consist of 32 members, with a focus on developing adequate, stable and long-term funding for Washington's trial courts.
