Express Construction Co. promoted John J. Ryan Jr. from carpenter foreman to project engineer. Ryan has been with the company since 2000, recently working on the Ballinger Gateway project and tenant improvement projects such as W3 Data, Bella Drycleaners and Union restaurant. He holds a bachelor's degree in finance from the University of Wyoming.

Mayes Testing Engineers

Mayes Testing Engineers, an Everett-based testing and inspection agency, promoted inspector Jim Kay to senior project manager in the Tacoma office. Kay, who specializes in structural steel and welding, has been with MTE for seven years. He has worked on the Tacoma Convention Center, the FAA Air Traffic Control project, Experience Music Project, Seahawks Stadium, Safeco Field and various Boeing jobs.

OSHA 300 Log

Lynda Glaspey of the federal Department of Labor will speak about OSHA 300 Log basics at a Jan. 7 breakfast meeting of the Associated Builders and Contractors of Western Washington. The meeting will be held 7:30-9 a.m. at the Coast Bellevue Hotel in Bellevue. Cost is $21 for ABC members and $42 for non-members. Those in the ABC Retro program are free. Traffic engineering operations

The Transportation Partnership in Engineering Education Development is offering a Dec. 15-17 seminar in Seattle covering traffic engineering operations. Topics will include: traffic laws and ordinances, arterial operations, pedestrians, geometric design, channelization, speed zoning, freeway operations, roadway lighting, intersection control, accident reduction, technical communications, traffic calming, tort liability, and environmental impact statements. Underground construction conference

The commissioning process

The Puget Sound Chapter of the Association of Heating, Refrigeration and Air Conditioning Engineers is holding a Dec. 10 chapter meeting in Seattle. The event includes presentations by engineers Todd McGuire on LEED measures for building systems and Rick Casault on the future of the commissioning process. OSHA certification

A 10-hour OSHA industrial safety and health certification course will be held Dec. 10 in Spokane by the Inland Northwest AGC. Topics include: electrical safety, fall protection, crane and rigging safety, mobile equipment operations, trenching and excavation safety, personal protective equipment, confined spaces, ergonomics, and tool safety. The instructors will be Danny Thiemens, AGC safety director, and Dr. N. Kumar Kittusamy of the National Institute for Occupational Safety and Health. Class will be held 8 a.m.-6 p.m. at the AGC Building. Cost is $75 for members and $125 for non-members. Western Washington University

Western Washington University hired Paul Cocke, former editor of the Anacortes American, as media coordinator in the office of university communications. Cocke succeeds Tanya Roe, who replaces the retiring Jo Collinge as assistant director.

PRR

PRR, a Seattle-based social marketing and communications firm, hired Rosemarie Buchanan as a senior associate in the public affairs and public involvement departments. Buchanan has experience as a journalist and as a business development manager, specializing in engineering and architecture. She is currently public affairs project manager for the I-405 Corridor Improvement Program.

Seattle Theatre Group

Seattle Theatre Group, a not-for-profit organization that operates The Paramount and The Moore Theatres, promoted Terri Hiroshima to director of marketing and communications. Hiroshima, former promotions manager for STG, replaces Patrick Harrison.

Helix BioMedix

Kerry Palmer resigned as chief financial officer of Helix BioMedix, a Bothell-based biotechnology company. Helix plans to hire a new accounting officer by the end of the year.

Ater Wynne

Ater Wynne, a Portland-based law firm, added three new partners. Kathy Feldman, who specializes in employment counseling, was named partner in the Seattle office. David Connell, who specializes in tax and business matters, and Dan Larsen, who practices general litigation and dispute resolution, were named partners in the Portland office.

Holland America Line

Holland America Line, a Seattle-based cruise line, named Bill Sharp vice president, port operations and fleet security. Prior to joining Holland America in 1996, Sharp was the vice president of operations at Southeast Stevedoring Corp. and Cruise Line Agencies of Alaska.
