J. Tayloe Washburn, former managing partner of Foster Pepper and immediate past chair of the Seattle Chamber of Commerce, received the 2010 Edward E. Carlson Award for Outstanding Alumni from Leadership Tomorrow.
Tully's Coffee named company president and CEO Carl W. Pennington chairman of the board. He will succeed company founder Tom “Tully” O'Keefe, who has served as chairman since the company's inception in 1992 until his retirement this year.
Restaurants Unlimited appointed Scott Smith president and CEO. He has been chief operations officer since June of 2009. Rene de la Garrigue will replace Smith as COO, Mike Majestic is director of marketing and Robin Galloway will remain CFO. The firm has 48 restaurants in 11 states.
Gov. Chris Gregoire has appointed Beth Andrus to the King County Superior Court. She is an attorney at Skellenger Bender in Seattle, and will replace Judge Paris Kallas, who is stepping down.
Chief Judge Alex Kozinski of the U.S. Court of Appeals for the Ninth Circuit said Seattle attorney Marc Barreca has been appointed to serve as a judge of the U.S. Bankruptcy Court for the Western District of Washington. Barreca fills a judgeship left vacant by the retirement of Bankruptcy Judge Thomas Glover.
Millard J. Barney, marketing director for Concrete Technology Corp. in Tacoma, was named a PCI Fellow by the Precast/Prestressed Concrete Institute. Barney is chair of PCI's Journal Advisory Committee. He has served two terms on PCI's board of directors and is a current member of the Bridge Producers and Pile Producers committees.
Portland's Pinnell/Busch expanded its Construction Defect Department and formed a new subsidiary — Pinnell Mockford Architecture & Engineering — to provide building envelope services. To make room for new employees, the firm is leasing an additional 1,700 square feet of office space at its current location on the third floor of the Willamette Park Plaza Building. Pinnell/Busch is a constructing consulting firm.

Guidant Financial Group said Lori Kiser-Block will join the small business financier's advisory board to provide insight into the franchising community's needs. Guidant provides self-directed IRAs and business-funding solutions through IRAs and 401(k)s.
St. Louis-based Fish Window Cleaning has expanded into three new states this year, and has targeted Seattle as a growth market. It plans to add five franchises in Seattle this year, creating up to 40 jobs. Fish Window Cleaning has 200 locations in 41 states.
Contineo of Spokane hired Paul Webb as business development manager to support its growth from a field office in Seattle. Webb was vice president of business development for a regional firm focused on IT audit and security assessment services for the financial sector. Contineo provides compliance, auditing, consulting, technology and managed services for different industries.
