The city of Redmond appointed Rachel Van Winkle as Parks and Recreation director and Jonny Chambers as Technology and Information Services director. Van Winkle has been interim Parks director since July. She joined the city in 2015 and previously worked for Seattle YMCA, and Apex Park and Recreation District in Arvada, Colorado. Chambers comes from the University of Washington and Microsoft.
In Seattle, Heyou Media Holdings added Wendy Bernfeld and Pete Bryant to its advisory board. Bernfeld is founder and CEO of Rights Stuff and former CEO of Canal + International. Bryant is managing partner at Pioneer Venture Partners in Kirkland. Heyou is actor Tom Skerritt's digital mobile media company that produces all content within Washington state.
Tacoma-based Sound Credit Union is buying Lynnwood-based Bank of Washington. The combined company will operate 29 branches throughout King, Pierce, Snohomish and Thurston counties. The deal is expected to close in early 2019.
Ideoclick, a Seattle ecommerce agency serving manufacturers selling online, has acquired Wintr, a Seattle-based design and technology company working in ecommerce. Terms of the deal were not announced.
Bellevue-based Powell Construction Co. promoted Parker Evans from foreman to superintendent. Evans has been with Powell for two years. Powell is a design-build general contractor specializing in commercial, retail and tenant improvements.
Auburn Mechanical promoted Don Shelton from foreman to piping superintendent. Shelton has worked on many industrial and Boeing projects while at Auburn Mechanical, a design-build mechanical contractor.

Dr. Paul Pitre was appointed to the Washington State Board of Education. Pitre is chancellor for Washington State University's Everett campus, and an associate professor of educational leadership and counseling psychology. He has more than 30 years of experience in higher education administration. The 16-member board provides advocacy and oversight for public education.
In Seattle, Proliance Surgeons named Dr. Charles A. Peterson II as interim CEO. Peterson is president and board chair of the company. A search for a permanent CEO is underway. Proliance is a physician-owned-and-managed company practicing at over 30 care centers and 21 ambulatory surgery centers within the state.
Sterling Bank & Trust opened a branch in downtown Bellevue at 1100 Bellevue Way N.E., its first in the region. Seattle-based studio19 Architects designed the 2,100-square-foot branch to resemble an airport lounge, with aviation-themed art and desks covered with recycled aluminum fuselage panels. Dennis and Lisa Boses served as art curators. Sterling operates in three other metropolitan areas: San Francisco, Los Angeles and New York.
