Dan Shin of the law firm Phillips Burgess told people at a recent NAIOP event that recreational marijuana could become a multi-billion-dollar business, but there are a lot of hurdles for growers, sellers and landlords to clear.
Since Initiative 502 passed in 2012, state and local officials have been grappling with how to write rules and set up systems for legal marijuana.
