Bellevue's Liberty Financial Group promoted Jason Oelrich to president and managing director. He oversaw accounting, information technology and mortgage banking operations and will take over responsibilities of former president Barry Horn.
Horn remains chairman and chief executive officer and will focus on new business development. Oelrich also founded Virtual CFO Solutions, which works with small and medium-sized companies to outsource accounting and financing operations.
Seastar Restaurant & Raw Bar owner John Howie will open a new sports restaurant in Seattle at Fisher Plaza. Howie is teaming with sports celebrity investors including Jamal Crawford of the New York Knicks, LeBron James of the Cleveland Cavaliers and Nate McMillan, head coach of the SuperSonics. Starbucks Coffee Co. promoted Dorothy Kim to executive vice president of supply chain and coffee operations. Kim was senior vice president of global logistics and procurement.
Kim succeeds E.R. (Ted) Garcia, who is retiring after 10 years. Kim will work on global strategic business management. Kim was general manager at Yun's Co., a Seattle-area general contractor.
Avenue A | Razorfish added Colin Kinsella and Mark Stephens. Kinsella will manage the San Francisco and Los Angeles offices in the west region, and Stephens will be based in Chicago to oversee the central region.
Kinsella led marketing and business development for Bay area-based QuinStreet, an online marketing services and technology company.
Stephens has 20 years of advertising experience and joins from Carat Interactive in San Francisco where he was vice president, media and account director. Avenue A | Razorfish is an interactive agency and part of Seattle-based aQuantive, a digital marketing services and technology company.
Peter Rowe has joined Premera Blue Cross as vice president of corporate communications. Rowe will oversee media relations and member, provider and associate communications. He was director of financial communications for AT&T Wireless. Premera Blue Cross is a member of a family of companies based in Mountlake Terrace that provide health insurance.

Jeff Bresslour joined HomeStreet Bank's customer service department as a residential loan officer. Bresslour is a recent graduate of Willamette University. Lynette Rose was transferred to HomeStreet's builder services section as a loan officer. Rose has nine years of experience in the mortgage lending industry. HomeStreet is headquartered in Seattle and has 30 branches in the Northwest and Hawaii.
Garvey Schubert Barer added Ruth A. Kennedy, Leslie R. Schenck, Teresa R. Byers and Sara Meinhard. Kennedy returns to the firm to work on labor and employment law, Indian law and commercial litigation. Schenck is in the environment and natural resources group. She has 16 years of experience in commercial and land use litigation, regulatory compliance and permitting. Byers is an associate in the estate planning and probate group. Meinhard is an associate in the litigation group and focuses on business and commercial law. Garvey Schubert Barer is a law firm with offices in Seattle, Portland, New York, Washington, D.C., and Beijing.
Dallas-based Belo Corp. named David Lougee to oversee television stations and cable news operations in the Northwest. He succeeds Glenn Wright, who plans to retire next year. Belo has news organizations in Seattle, Portland, Spokane and Boise. Lougee joined as an executive news director. He was also president of two stations and NorthWest Cable News. Belo is a media company with television, newspaper, cable and interactive media assets.
MetaInfo made Steve Moscarelli and Jim Reiley regional sales directors. Moscarelli will oversee business development in Canada, South America, and the eastern and central regions of the U.S. He will be based in Marblehead, Mass. Reiley will work on sales to mid-Atlantic and southeastern clients, and to the federal government. MetaInfo provides network and Internet protocol address management software for network security. Its U.S. headquarters is in Seattle.
