Christine Engler is the new construction program manager and Vicki Youngs is the new pre-construction program manager for Sound Transit's Regional Express. Engler, a 15-year veteran of the U.S. Army Corps of Engineers, was previously public works director for the city of Auburn. Youngs has been with Sound Transit as a project manager since 1999 and was previously Pierce Transit's capital and long range planning manager.
Federal Home Loan Bank of Seattle announced four promotions: Rob Hunter as assistant vice president and accounting operations manager, Ron Viera as assistant vice president of mortgage purchase portfolio manager, William Gregory as assistant vice president e-business manager and Jeff Buttars as assistant vice president and mortgage purchase operations manager. The Federal Home Loan Bank provides funding and financial services in Alaska, Idaho, Montana, Oregon, Utah, Washington, Wyoming, Hawaii, American Samoa and Guam.
Boys & Girls Clubs of King County named Joyce Bottenberg vice president of resource development. Most recently, she was chief development officer at Child Care Resources and served as a regional manager and executive director for American Red Cross in Boston, development director for American Red Cross in Seattle, executive director for the Epilepsy Association of Western Washington and executive director of Medic One Foundation. The Boys & Girls Clubs of King County operates 12 full-service clubs, five extensions and 21 before and after-school childcare facilities.
Gayle E. Bush, a founding partner of the Seattle law firm of Bush Strout & Kornfeld, has been inducted into the American College of Bankruptcy. The organization, based in Washington D.C., is an honorary professional and educational association of bankruptcy and insolvency professionals.
The Seattle Foundation has awarded $210,000 in grants to Pratt Fine Arts Center, Northwest Chamber Orchestra, Seattle Jazz Orchestra, Seattle Symphony and Village Theatre as support for the county's arts organizations during economically challenging times. The awards are part of 34 grants totaling $895,184 in first-quarter giving from foundation's community grantmaking program. The Seattle Foundation was established in 1946 to improve the quality of life in the greater Seattle area.

KNCB Dave, a Seattle-based advertising, marketing and public relations agency, promoted Debra Collison to director of creative services and Jessica Fisher to account coordinator, advertising. The company also hired Ryan Day and Jennifer Charlot as advertising account coordinators. Day and Charlot are recent University of Washington graduates.
Sharon Nelson has been named chief of Washington's Consumer Protection Division under the Office of the Attorney General. Nelson is the director of the Shidler Center for Law, Commerce and Technology at the University of Washington School of Law, and has previously served on state and national committees and commissions. The division enforces the state's consumer protection laws, manages six consumer resource centers, administers the Lemon Law program and educates the public on consumer protection.
Five Wells Fargo team members from Seattle will represent Washington at the company’s National Sales & Service Conference in Honolulu. Attending the Hawaii event will be Marsha Yuan, Roosevelt Square store manager; Audrey Chamberlain, Northwest regional services; Katherine Cooper, enterprise field operations; and Drinal Foster and Lisa Latham, both of human resources.
Allrecipes.com named Jim Kreyenhagen director of subscription services. Kreyenhagen will oversee the company's launch and strategic direction of its latest subscription-based offering, Allrecipes Nutri-Planner. Most recently, Kreyenhagen served as director of marketing and business development for RealNetworks. Allrecipes.com, based in Seattle, is a community-based recipe and meal planning Web site.
Ciao Bella will reopen on April 3 at its former location at 5133 25th Ave. N.E., which was damaged in a fire last fall. The restaurant, owned by Gino Borriello, is located just north of University Village in Seattle.
