Seattle-based Loudeye appointed Mike Harburg as chief technology officer. Harburg brings more than 20 years of experience in guiding the direction, technical architecture and operations of technology infrastructure companies and digital media services and products. Harburg was most recently COO and CTO for Denali Advanced Integration and he previously held positions at AEI Music Network and Vulcan Northwest.
Brian L. Vance has been promoted from president and chief operating officer to president and chief executive officer of Heritage Bank. Vance also serves as executive vice president of Heritage Financial Corp. and is a member of its board of directors. Heritage Bank is the principal subsidiary of Heritage Financial and headquartered in Olympia.
Phil Hayter is the new general manager of Daniel's Broiler at Bellevue Place. Most recently, Hayter was director of operations for Billy McHale's restaurants and manager of Gas Works restaurant.
Chandler's Crabhouse and Fresh Fish Market named Miguel Avila general manager. Avila was previously general manager for the River Rock Grill in Renton and has held positions at the Fire Creek Grill in Kent, Billy McHale's and the Doubletree Inn.
Patrick M. Fahey, president and CEO of Pacific Northwest Bancorp, will replace Stephen M. Walden as chairman of Pacific Northwest Bancorp's board of directors. Fahey is also chairman and CEO of Pacific Northwest Bancorp's subsidiary, Pacific Northwest Bank. Walden, board chairman for the past three years, will continue as a director of the company.

Cascade Bicycle Club's Seattle-to-Portland bicycle event will be sponsored this year by Group Health. The 24th annual event will be called the Group Health Seattle to Portland Bicycle Classic. It is the first time the event has had a title sponsor. The event will be held July 12. Information can be found on the Web at http://www.seattletoportland.com.
Metropolitan King County Councilmember Kathy Lambert has been officially recognized by the Federal Emergency Management Agency for her efforts in launching Citizen Corps Councils in King County. Citizen Corps Councils are local volunteer groups organized under the USA Freedom Corps initiated after Sept. 11. Local councils help FEMA provide services to the community in times of emergency.
Kirkland's Confirma named Max Lyon president and chief executive officer. Lyon brings more than 20 years of experience in founding and managing medical technology companies, most recently as president and CEO of LifeSpex. Confirma is a medical device manufacturer with a focus on computer-aided-detection systems for medical imaging applications.
Andrew McIntosh has been promoted to vice president-Europe at FlightSafetyBoeing Training International. McIntosh has been general manager European operations with FlightSafetyBoeing since 1999. FlightSafetyBoeing, currently in the process of a name change to Alteon, operates aviation training centers worldwide. McIntosh will be based in London and oversee training in Europe, Africa, the Commonwealth of Independent States and the Middle East.
Classmates Online appointed Anil Pereira senior vice president of new businesses. Pereira was previously an executive vice president and general manager at VeriSign, and sits on the board of directors of SF Interactive, and the advisory boards of Index Ventures and several privately held technology companies. Classmates Online is based in Renton.
