Bellevue-based City University has named Kent Morrison and Hiep Qauch to its board of governors. Morrison is a former president of Walden University in Minneapolis, graduate dean at the University of Rhode Island, associate dean of the Graduate School of Utah and professor of political science at the University of Utah. Qauch is currently an executive of the Commerce Bank of Washington.
BECU Financial Services, a wholly owned subsidiary of Boeing Employees' Credit Union, has opened BECU Trust Co. Helen Hitchcock is president of BECUFS. The trust company offers investment management, living trusts, estate and financial planning, personal representative and executor services, and retirement plan rollovers.
Cognigen Networks appointed Richard B. Rime vice president for marketing and sales, based in Seattle. He joined Cognigen in September of 2002, as managing director for sales and marketing. Rime was director for business development at AAA of Washington. Seattle-based Cognigen offers telecommunication services and related technology products.
Nordstrom announced that Joel Stinson, chief administrative officer has retired. Stinson, 53, has been with the company for 27 years. He cited his health and a desire to spend more time with his family as reasons for retirement.
Dan Little will replace him. Little joined Nordstrom in July 2002 as vice president of supply chain strategy, and spent nine years at Colgate-Palmolive.

The Seattle Department of Transportation’s CarSmart Community Grants Program was recently awarded the Puget Sound Regional Council’s Vision 2020 Award. The CarSmart grants are used by groups working to reduce congestion in city neighborhoods. The grants were used for projects such as encouraging busing, biking and walking; car-free events; education programs; and neighborhood mapping.
Bob Masin of Masins Fine Furnishings was chosen to receive the Retailer of the Year award from the National Home Furnishings Association. Masin, the third-generation owner of the Seattle furniture company, was lauded for guiding his company through the damage Masins' Seattle store received in the 2001 earthquake and a fire that destroyed its Bellevue store without losing any employees.
Explore Consulting of Seattle is now offering sales and implementation of NetLedger's Oracle Small Business Suite. Previously available only to Fortune 500 businesses, Oracle Small Business Suite allows for management of tasks such as accounting, inventory, warehouse, ordering and payroll for small to mid-size businesses.
Sarah Hildebrand has been appointed chief of staff of Jennifer Dunn's Congressional office. Hildebrand is currently senior vice president for Congressional and external affairs at the Export-Import Bank of Washington D.C. and will assume the new post in mid-April.
