The Metropolitan Improvement District, part of the Downtown Seattle Association, promoted David Dillman to vice president of operations and services. Peggy Emerson has been promoted to director of field operations. Leslea Nelson is administrative office manager. Dillman will manage business development initiatives. Emerson will oversee maintenance services and develop program budgets. Nelson, who was was human resources specialist at General Dynamics in Redmond, will manage employment training. Metropolitan covers 225 square blocks of downtown Seattle and is funded by more than 800 property owners.

Preston Gates & Ellis named Tina Kyle Livingston as a partner in its Seattle office. Livingston practices federal income tax law, with a focus on tax-exempt finance. She has 10 years of experience and will work on premier municipal finance. She was with Allen Boone Humphries in Houston and Holme Roberts & Owen in Denver. Preston Gates is a bond counsel firm with 11 locations on the West Coast, in Washington, D.C., and Asia.
Seattle Goodwill recently opened its new Ballard store. First day earnings set a record for grand opening sales. Located at 6400 Eighth Avenue N.W., the Ballard store is the 11th retail facility operated by Seattle Goodwill and the second in the city of Seattle. Seattle Goodwill will open a new store at 3210 N.E. Sunset Boulevard in Renton July 15.

Marketing agency Cole & Weber/Red Cell appointed Brad Harrington co-president. Harrington launched the agency's interactive department and will lead strategic development. He will share duties with agency president Mike Doherty. Cole & Weber/Red Cell has offices in Seattle and Portland.
Seattle-based Daigle Design will have seven logos published in Harper Collins' The 4th Big Book of Logos. Daigle designs logos for letterheads, display, print and advertising.
The Government Finance Officers Association presented the city of Burien's finance director Linda Gorton with an award for budget presentation. The association used national guidelines to assess how well financial, communications and operations plans are presented.
Seattle's GM Nameplate added Benjamin Gorenberg as marketing communication specialist. Gorenberg, who has worked on marketing for wireless telecommunications, will work on raising the company's public profile through a media relations plan. GM Nameplate specializes in custom design and manufacturing of nameplates, decals, labels and custom panels. It employs 800 people and has manufacturing facilities in San Jose, Beaverton, Ore., Monroe, N.C., as well as Canada and Singapore.
Miami-based regional sales manager Nelly Yunta recently won Crowley Maritime Corp.'s highest honor for outstanding performance, dedication and leadership. An award was also presented to Jim Van der Veen, director of contracts for energy and marine services in Seattle. Oakland, Calif.-based Crowley Maritime works on liner services, vessel management, and petroleum and chemical marine transport.
