Seattle and Beijing-based Asia Payment Systems appointed Ian Jones general manager of business development. Asia Pay is developing a credit card processing network that offers clearing services to merchants, oil companies, and financial institutions in Asia. The company plans to expand operations in China, where every year there are 60 million new credit cards in circulation.
Bastyr University appointed a new dean, associate deans and faculty. Terry Courtney is now dean of the School of Acupuncture and Oriental Medicine. She was chair of the department for six years. Steve Given is the new associate dean for the department's clinical education. Mark Kestin is new associate dean of the School of Nutrition and Exercise Science. Debra Brammer is new associate dean for naturopathic clinical education. Jana Nalbandian is the new chair of clinical sciences for the School of Naturopathic Medicine. The Kenmore school focuses on the study of natural healing.

Andrew R. Bryant has joined the Seattle office of the business law firm Stoel Rives as an associate in the corporate practice group tax section. Mark E. Beatty is an associate in the employee benefits practice group. Bryant's experience is in drafting corporate documents, advising clients on tax strategies and analyzing banking law. Beatty drafts executive compensation programs.
Seattle Parks and Recreation Superintendent Ken Bounds appointed Carol Everson chief financial officer. Everson replaces Sarah Welch, who is retiring after 24 years with the city and five years as the department's CFO. Everson was interim CFO for Seattle City Light and was part of the effort to recover from the West Coast power crisis of 2001. She started as an engineering economist for the City Light.
Seattle public relations firm The Fearey Group named Lora Lee senior account executive. Lee will plan public relations for Quadrant Homes, Snoqualmie Ridge and American Eagle Communities, among others. Lee worked for the tech public relations firm Waggener Edstrom.

Joe Rella joined Oakland, Calif.-based Crowley Maritime Corp. as director of business development. Rella will work out of Houston and focus on the liquefied natural gas industry, a new area for Crowley. Rella was a port engineer contracted to the U.S. Navy and a director of sales and marketing for Atlantic Marine. Crowley officials say LNG accounts for only about 1 percent of natural gas used in the United States, but they expect it to grow. Crowley owns and operates ship assist and escort tug boats, and offers other maritime services in Seattle and Tacoma.
Seattle's Convention and Visitors Bureau named Ann Hovland-Peavey manager of the Citywide Concierge Center. The center is in the Washington State Convention & Trade Center, offering a place for people to make restaurant reservations, book sightseeing tours and get tickets for performances. Hovland-Peavey was a concierge at the Westin Seattle Hotel.
Sandusky Radio named Gary Maigret as sales manager for KWJZ-FM. The smooth jazz station is one of five Sandusky owns in Seattle. Maigret was a national sales manager for Radio One and planned sales for NBC Radio Network in New York.
