Christine Chin has been named publisher and president of The Bellingham Herald. Chin was previously strategic development director for the Reno Gazette-Journal. She replaces John Swanson, who resigned as publisher in September.
The Business and Technology Center at Edmonds Community Colleges will be among the first in the nation to train students for a high-demand job in information technology: ensuring the security of computer networks. Prometric, a computer-based testing and assessment company, will offer security-certified program testing at the community college. Students will be able to acquire skills and gain certification as security-certified network professionals or security-certified network architects. Network professionals defend businesses from computer criminals by providing firewall systems, intrusion detection systems and secure networks. Network architects help businesses provide secure online services to their customers.
C. Henry Heckendorn has joined the Seattle office of Miller Nash. Heckendorn has been in practice since 1948, served as chief of staff of the state Attorney General's office and represented the 36th District for two sessions of the state Legislature.
The new front desk manager at the WestCoast Sea-Tac Hotel is Dixie Scahel. She was previously the front office manager at Stage Coach Inn.
R. Corbin Houchins joined Graham & Dunn as of counsel in the firm's hospitality, franchise and distribution industry team. He was most recently in private practice and currently chairs the Washington Bar Association's continuing education program on distribution law.

A Seattle City Council committee will take public comments Monday, Oct. 29, about modifying city code to allow adding one apartment to existing apartment buildings, regardless of density.
"This provision will only apply to structures that can accommodate an additional residential unit without expanding the existing building envelope," said Landlord/Tenant and Land Use Committee Chairwoman Judy Nicastro. Laura Domoto of Seneca Real Estate Group will review an array of area public and private projects her firm is guiding at the Commercial Real Estate Women's Nov. 8 lunch meeting. Domoto will talk about the temporary central library in the downtown Seattle convention center expansion, the planned new library, the Getty Images building in Fremont, the Star Building, PATH's new structure, work at the University of Puget Sound in Tacoma, Safeco Field, the new aquarium and Children's Hospital's expansion. Later in November, Crew will hear from Irene Leonard King, a professional development coach, on "what it takes and what holds us back from promoting ourselves." King worked as a real estate and corporate attorney in Canada and then the U.S. from 1979 to 1997, when she switched to coaching lawyers, executives and other professionals. The event will be at noon on Thursday, Nov. 29, in the third floor conference room of the Norton Building in downtown Seattle.

Tina Gilbert joined Seneca Real Estate as project manager for the Children's Hospital expansion. Gilbert's 20 years in medical project management include 15 with Turner Construction. She recently worked on pre-construction for a new medical building at Northwest Hospital and for redevelopment of the Rosen Building in South Lake Union. Gilbert holds a B.A. from New England College.

Morgan Freeland became a sales associate in Windermere Real Estate's Lakeview office. Freeland previously worked as strategic account manager with Aptimus Inc. Candace Berde and John Coake joined Windermere's Eastlake office as new sales associates. Berde previously taught school in San Francisco. Coake was vice president of operations for @Once in Portland.
Three new sales associates started at Windermere's Capitol Hill office. Dierdre Doyle came from product manager with Progressive International in Kent. Jim Paddleford came from selling homes for Re/Max. The third new associate, Adam Briscoe, remains president of Genius Corp and holds a degree in business and finance from the University of Washington.
Shelley Kelber joined the agency's Wall Street office. Kelber previously worked as an executive recruiter for Kelly Harris Associates in Bellevue.
