Era Schrepfer has been named managing director of Northwest Bookfest. Schrepfer has been with the organization since 1999, previously serving with the Peace Corps in the Dominican Republic. She will be assisted by Stacie Cone, director of development and Nicole Turgeon, director of programming.
Thomas H. Tebb was elected president of the Western Washington Fair Association by its board of directors. Tebb is president of Fred Tebb & Sons and has been a WWFA board member since 1980. He will oversee the Puyallup Spring Fair, the Puyallup Fair and the organization's scholarship endowment benefit. The board also elected Gary F. Gonter as vice president, Carl R. Hogan as treasurer and Robert E. Carlson as manager.
Beth McCaw, Mary Knack, Christopher Marks and Gabriel Galanda from the firm of Williams, Kastner & Gibbs have been honored as Rising Stars by Washington Law & Politics magazine. All four are associates in the Seattle office of the firm.
The City of SeaTac has named Jay Holman acting city manager. Holman has been assistant city manager for the city of SeaTac for the past five and a half years. Holman's past experience includes executive director for the ports of Benton County and Bremerton.
Northwest Energy Alliance appointed Richard Beam to a three-year term on its board of directors. Beam has been energy manager for Providence Health System for the past seven years. Also newly appointed to the board are Larry Bryant, marketing manager for Kootenai Electric Cooperative as chair; Liz Klumpp of the Washington Sate Office of Trade and Economic Development as secretary; and Syd France of Puget Sound Energy as treasurer.
Family Resources Northwest has been awarded a $5,000 grant from Target Stores. Family Resources is based in the Silver Lake area of Everett. It was established as a nonprofit community-based service organization in 1996 and provides family education to Hispanic families.

Suzanne Milat was promoted at Boeing Realty from corporate leasing to relationship manager. Before joining Boeing two years ago, Milat worked for nine years as a senior property manager for Insignia/ESG and for two years at MK Property Services. Boeing Realty also hired Ross Dorn to work as a relationship manager. Dorn, a 10-year veteran of real estate and property management, worked the past three as an acquisition analyst for Cabot Industrial Trust. He worked in appraising and property tax consulting before that and holds a master's degree in real estate development from MIT.
Seven speakers will tackle the year to come at NAIOP's "2002 Leasing Forecast Breakfast," scheduled for Wednesday, Jan. 16, at the Bellevue Doubletree Hotel. The following brokers will talk: Jim Kinerk on Eastside office; Leigh Callahan on Seattle office; Gary Bullington on Eastside and north-end high tech; Chris Corr on south-end industrial; Maria Royer on retail; and Don Fosseen on investment. Jim Bowles will emcee. Jim Hebert will predict how the region's apartment market will perform in the coming year at a breakfast organized by Kidder Mathews & Segner. Brent Lower joined the board of the non-profit Housing Resources Group of Seattle. Lower works as an executive at Lowe Enterprises NW, the Seattle-based division of the California-based developer and pension advisor Lowe Enterprises. Carol Thomas of the Seattle office development company of Wright Runstad & Co. was elected president of the Housing Resources Group board. Bryan Friend of Washington Mutual became vice president. Laurel Spelman of Laurel Spelman Co., also a developer, is secretary and treasurer. Formed in 1980, the non-profit manages 26 apartment buildings throughout Seattle, totaling 1,437 units, and has three new buildings under development that will total 190 units.
Steven Goff will serve as this year's president of the Institute of Real Estate Management's Western Washington chapter. IREM is a property management affiliate of the National Association of Realtors that totals 12,000 members nationwide, all of whom have received the "certified property manager" certification. John Hatton was elected president elect. This year's vice presidents: Heidi Turner in membership, Robb Bill in finance and Mike Hogue in communications. Neal Warner, Shawn Hoban and Lynn Marzono round out this year's board.
David Melman bought the Woodland Estates Mobile Home Park in Puyallup from Phillip Woody for $1.89 million. Marcus & Millichap broker Scott Morasch put the deal together.
The 74-year-old, red-brick Daphne Apartments in Seattle's Capitol Hill neighborhood sold for $2.9 million, according to Paragon Real Estate Advisors. The 20-unit building is at 433 13th Ave. E. Paragon's Richard Belden represented the buyer, which Paragon didn't identify. Bruce Kahn and Rick Downing of Westlake Associates represented the seller, who King County property records identify as Joseph and Marjorie Morton. Paragon said both the buyer and seller were conducting 1031 tax-deferral exchanges.
Dwight Bickel, counsel for LandAmerica Financial Group, will discuss the new ALTA leasehold endorsements at the next Breakfast with Transnation event on Monday, Jan. 21. ALTA stands for the American Land Title Association Forms Committee. Bickel will outline the committee's changes to title forms. David Lundsgaard became a sales associated in Windermere Real Estate's Queen Anne office. Lundsgaard was previously a principal and vice president with the Mid-Pacific Institute in Honolulu.
Pat Bash-Velasquez and Tana Belger joined the Kingston office of John L. Scott Real Estate as agents. Ed Vesneske Jr. is a new agent in the firm's Vashon Island office. Glenn Taylor became an agent in the firm's University Place office.
Bellevue's Deputy Mayor Connie Marshall received an unanimous vote of the Bellevue City Council for a two-year term as the city's mayor. She will assume the ceremonial duties of mayor, chair the seven-member council and vote as one of its members. The city's chief executive is the city manager who is hired by the council. To fill the deputy mayor position, the council elected councilmember Grant Degginger.
Daniel E. Pfeiffer has joined Balaton Power as vice president of operations. Pfeiffer was previously with Avista Corp. for the past 14 years, most recently serving as federal issues manager. Pfeiffer will head development and marketing of the company's Pisces run-of-the-river hydropower production water intake system and provide strategic counsel for the company's hydroelectric site development and acquisition activities. Balaton has offices in Boise and Vancouver, B.C., and specializes in environmentally compatible, run-of-the-river hydroelectric power production systems.
Bret Dodson has joined Odyssey, The Maritime Discovery Center as development manager. He will manage Odyssey's development associated with donations, general membership, corporate membership, pledges receivable, fundraisers and financial campaigns. Previously, Dodson worked in program management and technical writing at The Cobalt Group.
LifeSpex named Dipankar Ganguly executive vice president and chief technology officer. Ganguly's previous positions at Lifespex include vice president of technology development and chief operating officer. The Bothell-based company develops biophotonic technology which uses light to examine human tissue at the cellular and molecular level. LifeSpex is completing formal clinical trials for Cerviscan, a new cervical cancer detection system.
LizardTech appointed Case Kuehn vice president and chief financial officer. He previously served as COO/CFO at Crossport Systems. LizardTech, with offices in Seattle, Amsterdam and Tokyo, creates software solutions and tools that facilitate capture, storage, sharing and use of high-quality digital content.
William H. Mays is the new president of the Washington State Golf Association. Mays served as counsel to the WSGA board of directors since 1992 and was instrumental in establishing the organization's current bylaws. Mays is a member of the law firm of Willams, Kastner & Gibbs.
