Sparling promoted Michael Newbury to principal. Chris Peterson and Karl Pihl have been promoted to associates.

Newbury will lead one of Sparling's eight design studios, focusing on the health care and hospitality markets on a regional and national scale.

Peterson works with property owners on sustainable design.

Pihl has been involved in McCaw Hall in Seattle, McIntyre Hall Performing Arts & Conference Center in Mount Vernon and the Performing Arts Center for the Eastside in Bellevue.

David Evans and Associates

Matthew E. West was promoted to senior associate at David Evans and Associates in Bellevue, where he serves as regional survey manager.

Since joining DEA in 2002, he has managed the topographic and boundary survey used for design of the new Tacoma Police headquarters, the site redevelopment topographic survey for Totem Ocean Trailer Express for the Port of Tacoma and the Bridge of Glass.

West is a member of the Land Surveyor Association of Washington and the American Congress on Survey and Mapping.

Ken Hartz has joined Bainbridge Island's O'Connor Kriegh Architects as a project manager. Hartz has design and technical experience with commercial, retail, education and public assembly projects. The firm is working on an assortment of commercial, residential and mixed-use projects.

The firm has also added Chip Maguire as a design intern. Maguire has experience with residential and commercial projects, and currently is involved with the firm's sustainable architecture and environmental design practice.

Marti Amsbaugh has joined as an administrative assistant. For the last 20 years, Amsbaugh has been involved in the land use, development and real estate industry.

NBBJ added Bill Sanford is a partner. The Seattle office also promoted a principal, 10 senior associates and 12 associates.

Sanford has expertise in strategic real estate planning, financial and life-cycle cost analysis, economic forecasting and operational planning for large, complex public and private enterprises. He leads NBBJ MSOffice1 practice areas, and its planning and civic projects. He joined NBBJ in 1974.

Jeanne Iannucci, a new principal, has worked on projects as small as the University of Washington's Wilson Laboratory Remodel, or as large as the University of Washington Bothell/Cascadia Community College campus, as well as Safeco Field, Seattle Justice Center and Sea-Tac Airport South Terminal expansion. She is currently managing the Museum of Flight expansion.

New senior associates are Jim Brennan, Debbie Castle, Phil Duff, Tim Jones, Glen Kawaguchi, Angela O'Brien-Ruff, Bill Parker, Jacqueline Pulley, Bobby Pressley and Kim Selby.

New associates are Merrill Aldrich, Lydia de Sa e Silva, Scott Francis, Anita Hornby, Steve Joo, Candy Levesque, Judy Medema, Pat Murphy, Eric Phillips, Erin Shaw, Matthew Somerton and Sherine Tully.

Bremerton's Rice Fergus Miller added Dion Serra as a staff architect. Serra is a 2000 graduate of Olympic College and a 2003 graduate of Washington State University, with a bachelor of science in architectural studies. He has experience in a variety of drafting and 3-D modeling programs, including AutoCAD, 3D Studio and Maya.

Roth Hill Engineering Partners added Kevin Harper to its executive team. Harper serves as the firm's vice president, director of strategic management. He is responsible for the firm's business development, strategic and business planning, financial planning, control and budgeting, risk management and general consulting.

Hydrogen Advertising

Hydrogen Advertising, a Seattle-based advertising agency, hired Steve Murray as senior copywriter. Murray comes to Hydrogen from Sweetgrass Advertising and has worked as a copywriter for J. Walter Thompson in Chicago.

University of Phoenix

David E. Gould was named chair of the Graduate Business and Management College at the University of Phoenix Seattle campus. A faculty member at the university since 1998, Gould also teaches courses in electronic commerce, strategic planning, business planning and applications of technology management.

Miller Nash

Bill Connors of Miller Nash was appointed to the National Coal Council. Connor's practice focuses on energy, telecommunications, natural resources, regulated utilities and business. The NCC, located in Washington, D.C., provides advice and guidance as requested by the U.S. secretary of energy on general policy matters relating to coal.

Washington State University

Hergen Eilers will join the faculty at Washington State University in Spokane as part of the Institute for Shock Physics. Eilers, president of NovaCera and co-founder of Quantum Vision, will lead nanophase enhanced optical research.

S.D. Deacon Corp. of Washington

Mike Horgan has joined the Special Projects Division of S.D. Deacon Corp. of Washington as a superintendent. Horgan was previously with Express Construction. He is handling construction of two buildings at Frontier Village in Lake Stevens for Deacon. He holds a degree in construction from the Penta County Vocational School in Louisiana.

ASHRAE

The American Society of Heating, Refrigerating and Air-Conditioning Engineers has hired Jeff Littleton as its executive vice president. Littleton served a similar role for the past three years with NACE International, an association of corrosion engineers. ASHRAE is based in Atlanta.

Asphalt Institute

John W. Kirk III has been named chair of the Asphalt Institute's board of directors. Kirk is president and CEO of Associated Asphalt in Roanoke, Va. The Lexington, Ky.-based institute is an association of petroleum asphalt/bitumen producers, manufacturers and affiliated businesses.

Mansfield Plumbing Products

Organización Corona SA, a privately owned Colombian company, has bought Mansfield Plumbing Products of Perrysville, Ohio. Mansfield will report through Corona's U.S. based business unit Ceramicorp. The acquisition is part of Corona's strategy for global growth in its plumbing products business, which includes the Corona and Mancesa brand names.
