Moss Adams added Laurie J. Tish as a partner in its government and utility industry practices. Tish has been in public accounting in Seattle for 23 years, most recently as a director with Deloitte & Touche. She was also recently reappointed by Gov. Christine Gregoire to the Board of Accountancy in Washington state.
The Canadian company Gold Reserve added John N. Galbavy as vice president and chief legal officer. Galbavy has 16 years of legal experience, mostly in business transactions, corporate, mining, securities and environmental law. For 10 years he was employed with Hecla Mining Co. as corporate counsel. Gold Reserve has gold exploration property in Bolivar State, Venezuela.

Beth Willis, director of corporate development for The World Trade Center Tacoma, has been elected to lead the Pierce County Arts Commission. This group advises the Pierce County Arts and Cultural Services on funding and other arts-related issues. Others recently appointed to the commission are Marie Moren, a documentary film producer, and Jonathan Cunningham, a software engineer and cellist.
The Seattle advertising firm Hydrogen has hired senior art director Shelley Baker and senior copywriter Martha Craig. Both were with DDB Seattle and did work for Hydrogen for six months on a freelance basis.
Seattle-based graphics company Ivey Imaging recently acquired the assets of Southern California Screen Printing, which was founded in Fontana, Calif., in 1987. Rich Ayres will be vice president of business development. Ivey also recently added a sales office in Los Angeles.

Roseburg, Ore.-based Umpqua Bank, a subsidiary of Umpqua Holdings Corp., promoted Kellie England to senior vice president. England will oversee growth and development of Umpqua's California Capital Valley region. The bank also named Kathleen C. Lewis a senior vice president. Lewis will manage investments for clients of Umpqua Bank and its affiliate, Strand Atkinson Williams & York.
Catherine Greene has joined Bank of Bellevue as chief credit officer. The Bank of Bellevue opened last month in the Pacific Plaza Building, 155 108th Ave. N.E., Bellevue. Greene has worked in the financial services industry in Washington for 27 years, with eight years in the Bellevue market. She will oversee the Bank of Bellevue's loan portfolio.

KeyBank Real Estate Capital has launched Key Commercial Mortgage Direct, a loan program aimed at individual investors seeking to purchase commercial property ranging from $600,000 to $6.5 million. Over the next 18 months, Key's goal is to originate $500 million in loans through the program. Targeted property types include office, retail, multi-family, mobile-home park, self-storage, warehouse, industrial and mixed-use. Loan sizes will range from $500,000 to $5 million.
Vulcan Inc. and Pemco Insurance hired Seattle-based HSC Real Estate to manage the residences of Alley24, now under construction in the South Lake Union neighborhood. Vulcan and Pemco are joint venture partners. The project has 172 apartments, 185,000 square feet of office and 28,000 square feet of retail and restaurants. HSC, which manages more than 20,000 apartment units in the Northwest and California, will begin pre-leasing the apartments early next year.
Christian McLaughlin, a former pilot with Alaska Airlines and the U.S. Navy, is a new sales associate at Windermere Real Estate's Queen Anne office.
The National Association of Industrial and Office Properties is seeking nominations of individuals and projects for the local chapter's annual awards program. Categories are Developer of the Year, Industrial Deal, Industrial Development, Office Deal, Office Development, Redevelopment/Renovation, Sustainable Development, and Technology Space Development, which covers biotech, high-tech and flex-tech.
