The Seattle law firm of Riddell Williams hired Tim Hogan. Hogan has more than 25 years of experience in the energy/utility sector, both as an attorney and as a senior manager. He joins the Environment and Natural Resources practice group, and will also continue his mediation and alternative dispute resolution practice.
APCO Worldwide of Washington, D.C., moved Meghan Graves to its Seattle office. Graves will continue to work in marketing communications, media relations and corporate positioning. Graves worked at the Investment Company Institute.
Seattle-based Amara Parenting & Adoption Services, formerly Medina Children's Services, named John Morse executive director. Morse has more than 25 years of business and nonprofit experience. He is the founder and former chief executive officer of Fratelli's Ice Cream.
Cindy Johnson joins Group Health Cooperative as vice president of human resources. Johnson will oversee labor relations, compensation, benefits, recruiting and organizational development. She was formerly vice president of human resources at Evergreen Healthcare in Kirkland, and managed labor relations at the University of Washington.

RH2 Engineering hired Bill Sullivan at its east Wenatchee office. Sullivan specializes in heterogeneities in natural systems that control the timing, distribution, quality and availability of water resources. He recently completed a comprehensive study characterizing the hydrogeology of Lummi Island.
Interface Engineering of Kirkland added a senior technology systems consultant, Forrest Nelson. His responsibilities include supporting clients with his knowledge of industry standards and the products available today. Forrest is a registered communications distribution designer and a member of the Society of Cable Telecommunications Engineers.
The Seattle office of Hammond Collier Wade Livingstone hired Ian Hunter, Jouni Paavola and Bill Armstrong. Hunter is an engineering technician responsible for providing technical support to the water resources department, comprehensive and capital facilities planning, hydraulic modeling and cost estimating. Paavola is a project surveyor responsible for field work, data analysis and research. Armstrong is a survey instrument technician who provides technical support to the survey department on topographic, boundary and construction surveys.
