The Seattle office of the law firm Foster Pepper has promoted three associates to members. They are Neil Dial, Chris Napier and Alice Ostdiek. Dial joined the firm in 1999 and is in the Litigation Practice Group. Napier joined the firm in 2005 and serves in the Real Estate Practice Group. Ostdiek joined the firm in 2000 and is part of the Municipal Government Practice Group.
The Polyclinic in Seattle hired Scott A. Nelson as chief financial officer. Nelson was finance director at Virginia Mason Medical Center. The Polyclinic is made up of 130 physicians.
The Seattle office of law firm Stoel Rives hired Aric H. Jarrett as an associate in the Litigation Practice Group. Jarrett is a graduate of the Seattle University School of Law.
The Cascade Water Alliance hired Ed Oberg as CEO. Oberg has 32 years experience in policy and financial matters. With Oberg's hiring, Michael Gagliardo who has been general manager of Cascade since it was formed in 1999, assumes the title of director of planning. This year, the alliance becomes owner and operator of Lake Tapps and will begin construction of a regional water supply pipeline.
Clothier & Head, a public accounting firm, hired six new staff accountants. They are David Roer, Christine Horvath, Josh Breiling, Winter Liang, Peter Sayah and Nicole Myers. They will provide accounting, audit, and tax services to individual and corporate clients.

HBB promoted Ryan Lambert and Patricia Lenssen to associates. Lambert’s recent work includes preliminary landscape design for the Mercer corridor, streetscape improvements for Yakima and port projects in Seattle and Everett. Lenssen has experience in park design and public involvement is working on projects in Edmonds, Bothell and West Seattle.
Venture Bank hired Bill Herrera as a business banking manager at the bank's Redmond Downtown Financial Center. He has 26 years of banking experience. Venture Bank has 18 financial centers in four Western Washington counties.
Kibble & Prentice, an insurance and financial services company, hired William Whitaker as senior vice president in the Private Client Group and Gerry Gray as vice president in the Private Client Group.
Gov. Chris Gregoire appointed Egils Milbergs director of the newly formed Economic Development Commission. Milbergs is founder and president of the Center for Accelerating Innovation. The commission will help update the state's economic development vision and strategies.
Bellevue-based Guidant Financial Group hired Stephen Roche as president and chief operating officer. Roche was vice president and general manager of ShareBuilder Corp. He replaces David Nilssen in the post of president, though Nilssen will retain his post as CEO.
The Nordic Heritage Museum in Seattle hired Eric Nelson as executive director. Nelson worked with the Napa Valley Museum in Yountville, Calif., where he was executive director since 1999. Founded in 1980, the Nordic Heritage Museum highlights the contributions of Nordic immigrants and their descendants in the Pacific Northwest.
