William L. Weigand, a partner in Davis Wright Tremaine's Seattle office, was elected to the board of Family Services, a Seattle area non-profit committed to helping families and individuals in need.
Vicky Schiantarelli, manager of the State Office of Minority and Women's Business Enterprises Seattle King County office, was awarded the 2007 Champion Award by the Northwest Minority Business Council. Schiantarelli has worked for OMWBE since 1996. The agency's mission is to create a competitive and fair environment for contracting and procurement.
Seattle-based Hubspan has appointed Tom St. Onge as vice president of business development. St. Onge has nearly 15 years of experience in customer operations, sales management, business development and product marketing. He was most recently with IBM Global Services. Hubspan provides business-to-business integration solutions.
Seattle-based JobPlex hired Joe Strain as executive vice president in the Seattle office. He was a senior member of the Amazon.com executive search team specializing in global recruiting for executives. He also founded LightningRod, a Seattle search firm.

The Municipal League of King County named seven people and one organization as winners of its 49th annual civic awards for their contributions to the community. Lisa Macfarlane is Citizen of the Year. Connie Marshall is Public Official of the Year. Dwight Dively is Public Employee of the Year and the Urban League of Metropolitan Seattle is Organization of the Year. David Postman won the Governmental News Reporting of the Year award, and John Stanton and Norm Rice won the James R. Ellis Regional Leadership award. Sandra Driscoll won the Mary Skelton Memorial Volunteer award.
DNA Brand Mechanics, a Seattle brand planning and marketing firm, recently added several people to the staff. Gretchen Lockhart, account executive, will oversee major accounts. Brooke Fennerty, account executive, joins DNA after working for a large advertising agency. Chris Zeffreys, account director, will lead client campaign development. Allison Khoury, copywriter, most recently worked in Minneapolis and New York. Ivie Matthews, accounting and media assistant, will focus on media buys. Jelyn Jones, office manager, will be the first point of contact for clients.
Entellium, a Seattle-based developer of on-demand customer relationship management software, has formed a new customer experience design team to focus on small business customers' needs. The goal is to use a variety of techniques, from quantitative analysis to observing customers in their environment, to find ways to make business applications more usable and fun. The team leader is Paul Graves, vice president of customer experience design. He has worked in public, private and non-profit sectors for more than 20 years.
Calabasas, Calif.-based Countrywide has added Devin Stubblefield as sales manager in the Seattle office. He was vice president of community development initiatives for Countrywide's House America unit in Southern California. The Seattle office is at 315 Fifth Ave.
The National Association for Industrial and Office Properties will meet Friday for the South Sound breakfast to talk about the end of the state legislative session and issues that impact commercial development. The session ends today. Greg Hanon, NAIOP lobbyist, will give an overview of the session. Pierce County Councilmember Calvin Goings will talk about issues affecting the Pierce County Planning and Land Services Department.
