The developer of a proposed downtown Bellevue apartment project is targeting busy singles and workers collecting average pay by providing distinctively small units and extra common-area services.
An investment group led by Wes Williams of Western Property Management applied for city of Bellevue permits to build a six-story building with 142 apartments on Main Street at 106th Avenue Northeast.
