A new complex called 12th Avenue Arts is well suited to its Capitol Hill neighborhood — in that there's nothing normal about it.
The six-story building is on 12th Avenue between Pine and Olive, and was developed by Capitol Hill Housing. It is set to open in November, with 88 apartments for people making 60 percent of area median income. That's about $37,000 a year for an individual or $42,300 for a two-person household.
