Sparling has named three associates:
Greg Livengood, Scott Roberts and
Bill Van Vlack. Livengood recently joined Sparling, with experience in commercial, higher education, hospitality and transportation work. As a senior technology consultant, Roberts has experience in information technology and expertise in technology systems. He specializes in health care technology, wireless systems, and information technology planning services. Van Vlack has experience in design and construction of commercial, institutional and industrial facilities. He leads the firm in the design of electronic security systems for municipal, higher education and health care clients.

Doug Genzlinger and
Jim Santroch have been promoted to principals at Tetra Tech/KCM's Seattle office. Genzlinger specializes in large pipeline design and project management. During his 28 years with Tt/KCM he has managed sewer projects for King County and the cities of Seattle and Fife, as well as Alderwood Water and Sewer District. In 30 years with the firm Santroch has worked on wastewater treatment plants in Washington.
Marcel Bodsky, Cynthia Carlstad and
Larry Gibbons were promoted to associates. Bodsky is managing King County Metro's Communication and Control Center Building and Wastewater Division's South Treatment Plant Administration Building and Laboratory. Carlstad's recent work includes facilitating watershed planning for the Chehalis Basin, with 40 participating entities. Gibbons' work includes drainage design for the Brightwater conveyance system, a Pierce County levee setback and the Palisades Road flood hazard mitigation study.

William M. Blaylock has joined HDR's Bellevue office as environmental and resources management area manager. Blaylock has more than 25 years of experience in environmental analysis, regulatory compliance and fisheries investigations for water, wastewater and water resources project in the Pacific Northwest and Alaska. His experience includes managing environmental assessments and environmental impact statements.

Tom Hudgings has been named an associate at KPFF Consulting Engineers. A structural engineer at KPFF since 2000, Hudgings has worked on the Student Recreation Center at Western Washington University (one of the nation's first recreation centers designed to meet LEED certification), the Tumwater Office Complex and the King County Metro Communications Building. He is managing a new multi-level theatre project in Northgate.
ESM Consulting Engineers hired
Randy Norberg, Paj Hwang, Phil Turner and
Andy Shepherd. Norberg joined ESM as engineering project manger. Norberg’s projects include state Route 410 Sumner/Buckley Highway, Ellensburg Mount View Road improvements and Inglewood Golf Course. Hwang, project engineer, has worked on residential and commercial projects. Turner, a survey project manager, has experience working on mixed urban and rural surveys. His projects include Cascadia master planned community, Lakota Crest residential development and Salish Lodge expansion. Shepherd, a land planner, has experience on residential, commercial and wetlands projects. He will be working on site development, transportation institutional and construction planning and design.

The Bremerton office of Parametrix recently hired
Rick Gagnon, to work on civil engineering and wastewater conveyance and treatment. Gagnon brings 35 years of experience in civil engineering project design and management for municipal and privately funded projects. The Portland office hired
Randy Pratt. He is a senior environmental engineer with 31 years of experience completing and managing environmental investigation, remediation, construction and geotechnical projects. He will provide senior support and management for the Port of Vancouver groundwater environmental management project and serve as the Portland office EPA program manager.

Walsh Construction Co. added Tim Modine, Wayne Eddy, Tom Jackson and Troy Schilling to its Seattle office. Modine, a project manager, was formerly with the King County Housing Authority. He has 16 years of industry experience. Eddy joined the company as a project manager with 16 years of experience. Schilling is the company's new safety manager. He previously was the safety director at Krekow Jennings. Jackson is a project engineer. He recently earned his master's degree in construction management from Manhattan College.
Tommy Chung, a building engineer with Safeco Insurance Co., recently earned Level II Building Operator Certification from the Northwest Energy Efficiency Council. Chung performed a year of training and project work in energy efficient building operation and maintenance.
Heery International recently bought Charter Builders of Dallas. A Heery press release says Charter is a construction management at risk firm. Heery is based in Atlanta and operates branches in Seattle and Tacoma.
