EVERY CLOUD may have a silver lining, but sometimes it's the other way around. A cloud afflicting the construction industry amid the current building boom has been the difficulty of hiring and training enough qualified personnel to keep up with all the activity.
Ed Kommers, who retired as president of University Mechanical Contractors in 2004, recalls when training project managers was a years-long process, enabling candidates to learn the ropes by doing the grunt work themselves.
