John L. Scott Real Estate, Reserve Tristar and Pacific Land Investment donated $360,000 to Seattle Children's Hospital and Regional Medical Center. Admissions from this summer's Quality Street Showcase of Exceptional Homes tour went to the hospital. Agent Robin M. Tomazic of the Burien office has been awarded the Accredited Buyer Representation designation by the National Association of Realtors' Real Estate Buyer's Agent Council. Bill Blanchard and Jeannette Lim are new agents at John L. Scott's Bellevue Place office.
Following up on its record deal several weeks ago, Grosvenor Capco Limited of Vancouver, B.C., bought the 90-unit Chateau Creste apartments, 12062 Slater Ave. N.E., Kirkland for $7.55 million from Chateau Holdings LLC of Puyallup. Tim Ufkes of Hendricks & Partners handled the sale. Grosvenor made its first Puget Sound-area investment last month when it bought the Chelsea at Juanita Village, a mixed-use project in Kirkland. It paid $41.5 million for the residential portion that includes 196 units. The $211,735 per-unit price set an Eastside record.
NAIOP and the Washington Construction Industry Council are hosting a gubernatorial forum at 7:30 a.m. Sept. 22 at the Grand Hyatt, 721 Pine St., Seattle. Robert A. Ratliffe is Kennedy Associates Real Estate Counsel Inc.'s new senior vice president capital markets. He will be responsible for developing new business relationships with institutional investors and capital sources across the country, as well as serving existing clients and their consultants. He joined the Seattle-based institutional real estate investment adviser a year ago. Previously, he was a principal at Eagle River Investments, a private equity fund that Craig McCaw formed to invest in telecommunications.

Developers have until 5 p.m. Sept. 25 to apply for $4.6 million worth of federal tax deductions for projects in Tacoma's Renewal Community Zone. It includes most of downtown, the port area and part of the Eastside. Projects must be job creators and be new construction or substantially rehabilitated structures. Tacoma has received an annual allocation from the U.S. Department of Housing and Urban Development after it was named one of 28 national renewal communities in 2002. The Federal Home Loan Bank of Seattle has filed an application with the Federal Housing Finance Board to purchase mortgage securities from its cooperative bank members and re-sell them to bank system members, other Federal Home Loan banks and investors outside the system. Bank officials say that if the application is approved, it would give the bank a greater role in offering a secondary market alternative for mortgages. It would also enable the bank to more effectively manage financial risk.

Quadrant Homes promoted Lindsay Waymire to merchandising manager, Amy Kennedy to new home showroom manager and BreAnn Kraetsch to sales operations manager. The company hired Jennifer Peroyea as budget administrator.
Bedford Properties Investors acquired the Phoenix Technology Center, a two-building, 196,501-square-foot office property in Arizona, for $31 million, or $159 per square foot. Bedford is a California-based real estate investment trust that has office and service center/flex holdings in the Puget Sound region.
