Seattle's Veca Electric has a new president of its electric and communications divisions.
Brian Westerlund was promoted to the position after two years with the company, most recently as director of business development. He still is responsible for marketing, but is now managing the company's 215-person staff. Prior to joining Veca, Westerlund was CEO for Metrocellular, a Seattle-based cellular telephone company. He holds a bachelor's degree from North Park University and completed postgraduate courses at Northwestern University.
Thomas Fairbanks, owner of Veca, will remain active within the company as chairman and CEO.

Doug Klein has been promoted to vice president and
Ron Nelson to field operations manager at J.R. Abbott Construction. Klein will oversee marketing and estimating. He has over 20 years of experience and holds a bachelor's degree in building construction from the University of Washington. Nelson has been with J.R. Abbott for 11 years, most recently as superintendent.

Lafarge North America's Seattle plant has won a national award for environmental excellence from the Portland Cement Association. The Seattle plant received PCA's top award for environmental performance. A total of four Lafarge plants nationwide won awards.

Express Construction has hired
Jerry Surdyk as senior project manager. Surdyk has 24 years of experience and is focusing on new commercial projects, preconstruction and value engineering at Express. He previously was a project executive at Howard S. Wright Construction and a 15-year McCarthy Construction veteran. He holds a bachelor's degree in construction management from Washington State University.
Kirkland-based Otak is moving Oct. 11 to Yarrow Bay. The new address is: 10230 Points Drive N.E., Suite 400, Kirkland, WA 98033. Phone and fax numbers will remain the same.

D.R. Horton has named
Niko Borrelli project launch manager for its Seattle division and
Bill Salvesen regional community sales manager for its Radiance development in Fife. Borrelli is responsible for new community launches, from construction permits to grand openings. His initial focus is on Radiance, where the first phase of 250 homes should be finished by next fall. Borrelli was previously sales manager for Starwood's Westin and W Hotels in Seattle. He holds a bachelor's degree from the University of Hawaii and has 15 years of industry experience. Salvesen is in charge of training sales associates and managers, as well as broker outreach. He has 14 years of new home sales experience, and most recently served as community sales manager for Windermere Builder Services.
Harlan Falkin, a principal of Falkin Associates, has passed the U.S. Green Building Council's LEED accreditation exam. Seattle-based Falkin Associates is a construction consulting and management firm.
