Twenty-eight years ago the Japanese railway company Tokyu Corp. rode a wave of Japanese investments in America. Tokyu bought 1,100 acres of untouched woodland near Seattle and set out to turn it into a city.
Thus was born Mill Creek in south Snohomish County.
