Murray Franklyn's Marin Development has proposed building a second "14-story" condo tower on the half-block in Belltown near the Olympic Sculpture Park where Marin has its first tower well into construction.
The first tower, named the Bellora, totals 89 condos and will likely finish construction by year-end, said Marin project manager Wade Metz.
