Marcus & Millichap broker Robert Sheppard put together a $5.4 million apartment complex sale in North St. Paul, Minn. In the deal, a Twin Cities-based syndicator paid a Beverly Hills-based tax credit syndicator named National Partnership Investments Corp. for the 94-unit Cottages of North St. Paul. Sheppard is a senior investment associate in M&M's Bellevue office. Matt Whiteside of M&M’s Milwaukee office worked with Sheppard in representing both sides.

Lawyers Kathy Crook and Scott Osborne will talk about the new realities of insuring commercial property after the Sept. 11 destruction of the World Trade Center in New York at a presentation on May 23. Steve Trainer, Ken Johnsen and Steve McConnell will talk about construction in downtown Seattle at the next breakfast meeting of the National Association of Industrial and Office Properties, Wednesday, May 15. Moderator Kate Joncas, president of the Downtown Seattle Association, will begin with an overview of projects under construction, including the new library, federal courthouse and City Hall. J. Lennox Scott, third-generation head of Seattle-based John L. Scott Real Estate, is now also J. Lennox Scott, author. Scott and his firm's publicist, Shelley Rossi, have produced a 64-page paperback book about selling houses called "Next Generation Real Estate." The publisher is Dageforde Publishing of Crete, Neb. "It's a trade publication, geared to real estate professionals," Rossi said. Scott says the book covers how to take advantage of the latest technology and aims to "enable agents to double their productivity while maintaining healthy, balanced lives."
Huy Nguyen is a new sales associate in John L. Scott's North Seattle office. The firm said Nguyen is active in the Vietnamese community and is a member of the SSCC Vietnamese Club. Joe Straling and Alexis Hilliard joined the Magnolia office. Straling brings a background in construction and remodeling to his new career. Hilliard has worked in real estate for five years and has a background in home remodeling and design.
Jim Fox and Kevin McCarthy joined the Lynnwood office, while George Riad now works in Lynnwood West.

John L. Scott also opened its 112th office, this one in Cle Elum. Salmon La Sac Realty, operated by 23-year veteran Larry Scholl, is now a John L. Scott affiliate. This is the fifth office the firm has opened in the state since March.
EverTrust Bank issued a $6.35 million construction take-out loan on a 44-unit apartment project built last year at 500 Elliott Ave. W., near Myrtle Edwards Park in Seattle. Steelhead Capital of San Francisco arranged the three-year loan at a 7.125 percent interest rate for the first year, rolling to adjustable with a 30-year amortization. The loan-to-value ratio is 75 percent, Steelhead said, with debt service coverage of 1.25. The borrower is Five-Hundred Elliott LLC, led by Horizon Realty Advisors.
L.J. Melody and Co. arranged a $31 million, fixed-rate mortgage for the 203,000-square-foot mixed-use Murray Scholls Town Center in Beaverton, Ore.

Paragon brokers assembled a $1.35 million sale of the 16-unit Mapletree Apartments in North Seattle. Russell Enterprises sold the 1968 structure to Steven and Emily Elliott, with both the seller and buyers conducting 1031 exchanges. The apartments are at 2015 N.E. 89th St. Brokers Michael McQuaid and Peter Larsen represented the seller. Cathy Jeney represented the buyer. The price equals $84,063 per unit and a market cap rate of 7.91 percent.
Dennis Day was promoted to senior vice president and manager of permanent loans for Spokane-based Sterling Savings Bank's Action Mortgage Co. subsidiary. Day joined Action in September 2000 with 17 years of mortgage banking experience, most recently as regional sales manager in retail sales for Bank of America in Bellevue.
Co-Star Group, a commercial real estate information provider based in Maryland, promoted John Dawson to Western region vice president of sales, responsible for business development and sales from San Diego to Seattle as well as Phoenix, Las Vegas and Denver. He'll work from Costar's Orange County office. Dawson was regional director for San Diego and Orange County.

The Apartment Association of Seattle and King County changed its name to the Rental Association of Puget Sound. Executive director Jim Nell said that reflects the broad range of rental housing providers in the group, such as those who rent single-family homes. "Furthermore, our membership extends beyond Seattle and King County. In fact, we have members living all over the world," he said. Doug Neyhart was named the association's president.
