In June 2023, an innovative aquatic habitat restoration project was completed at Vigor Shipyards on Harbor Island, supporting juvenile salmon migration at the mouth of the Duwamish River. The project is the result of 22 years of efforts to remediate contamination and restore habitat at the site, formerly a shipyard and tank farm. A Consent Decree in 2017 with federal and tribal agencies addressed damage claims from historical pollution.

The project involved the removal of over 6,000 creosote-treated pilings, contaminated soils, and sediments, followed by the creation of new intertidal and marsh habitats using clean materials. The restoration also included riparian plantings, a protective berm, and upgrades to the shipyard’s infrastructure.
